Project layout & information for Phase 2 of Philip Griffitts Sr. Parkway in Bay County, Florida | The Philip Griffitts Sr. Parkway, previously known as the Bay Parkway, stretches eastward from State Road 79 to Nautilus Street since the completion of Phases 1 and 2 of the project. Phase 3, currently in the Project Development and Environmental Study and Design component of the project, will begin at Clara Avenue and connect to Chip Seal Parkway.

Phase 2 Project Description

The second phase of the Philip Griffitts Sr. Parkway (State Road 28) is a 2.4-mile connection between the first phase of the project to Nautilus Street. The roadway is intended as a bypass to alleviate congestion on U.S. 98 and improve safety and capacity on Panama City Beach Parkway and State Road 79 and as a hurricane evacuation route.

The approximately $16 million project was a public-private partnership between Panama City Beach, Bay County, the Florida Department of Transportation and the St. Joe Company. Construction was completed in mid-2021.
